Part 1 of this three part post gave a primary election cycle for the election of members of the House of Representatives, Senate, and the President. Part 2 established the requirement of a Voter Photo ID Card for every State for federal elections something the Left loathes because it will stop most of the voter fraud that occurs in the United States, if enforced. Part 3 deals with several items including the need for and the encouragement of competition in the election cycle and the end of gerrymandering Congressional Districts by States. Both of the two major partiesRepublican and Democratdo not want competition within elections and want gerrymandering as long as they are the Party that is doing the gerrymandering.

Article I Section 4 1

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.”

I was born and raised within Illinois Congressional District 18. When I stated teaching after receiving my Master’s, I moved out of the District and did not return until 2004 when I moved back to my hometown of Morton for the first time. I left again in 2013 moving to Texas. I moved back again to Morton in 2015 for the specific purpose of running for the Congressional District 18 House seat.

The Congressional District 18 House seat became vacant in March of 2015 when Representative Aaron Shock resigned under controversial circumstances. The establishment Republican Party quickly rallied behind State Senator Darin LaHood who was the son of former District 18 Congressman Ray LaHood who had resigned to become the Department of Transportation Secretary under newly elected President Barack Hussein Obama. However, two other Republicans from the District also ran since it was an open seat with no incumbent.

Since I was living in Texas at the time but still interested in District 18 elections, I e-mailed both of them asking them if they would commit to running in both the special election and in the Republican primary in 2016. Neither of them would specifically so I did not support anyone in the special election. Darin LaHood won easily. The time span for the election was just too short for someone to win against an establishment candidate. That is why I needed to know if the two challengers would commit to two elections. They were not going to win the special election and they did not. I have committed to running in 2016 and 2018.

Darin LaHood had no challenger in the Republican primary. No one ran in the Democrat primary. Finally, a Democrat stepped forward to run in the general election against Congressman LaHood after the primary season was over. This was during the time for third party candidates and individual candidates to qualify for the ballot. As I said in this post:

the requirements to get on the ballot for third party and individual candidates during this petition nominating period are much higher than for Democrats and Republicans. The Democrat who did not run in the primary had to meet the Democrat Party requirements not the requirements for third party and individual candidates.

My nominating process for getting on the primary ballot is designed to encourage competition. Competition is good in sports, in the economy, in politics, in just about, if not, everything. I personally believe that there are only three requirements to run for Congressan age requirement, a citizenship requirement, and a live in the State requirement. Needing a certain number of nominating signatures on a petition should not be a requirement. However, many in Congress may disagree.

Therefore, if a requirement is needed it should be as follows:

All candidates both for a political party or as an individual must get the same number of required signatures.

However, I learned something new for me while living in Texas. Other States may do this as well but I do not know of them. In Texas, a candidate may either gather nominating petition signatures or pay a required fee to get on the ballot. I like this provision. Therefore, if a “nominating petition system” is required it should allow the option of either handing in the required signatures OR paying the required fee. I would suggest the following as an example of the requirements:

House of Representatives: Either 3,000 valid signatures or a fee of $3,000.

Senate: Either 7,000 valid signatures or a fee of $7,000. (Since the Senate is for a 6 year term, the requirements should be somewhat higher than the requirements for the House of Representatives.)

The petitions must be turned in or the fee paid by the Tuesday three months before the primary election.

A candidate may run as a member of a political party or as an individual. That means there may be 7-8 choices on the ballot generating competition. For example for the Illinois District 18 race, there may be candidates for the Republican, Democrat, Libertarian, Green, and Constitution Party. There may be two individuals running as individuals. To win a Party primary nomination, the candidate most win 40% + 1 of the votes cast in that partys primary. If not, there is a runoff election three weeks later between the two highest vote getters, if the second requirement is met.

The second requirement is that any Party or candidate to be on the general election ballot must receive at least 20% of the total vote in the primary. Theoretically, that means there may be as many as five candidates for the District 18 race in the general election if candidates of the Democrat Party, Republican Party, Constitution Party, and Green Party along with one individual candidate all receive 20% of the vote. Very unlikely but theoretically possible. There must be at least two candidates in the general election. If only one candidate and/or Party is at 20% or more, the second highest vote getter by Party or by individual will be in the general election. Very unlikely but theoretically possible. If no candidate in the general election wins 50% + 1 of the vote, a runoff election is held three weeks later between the top two candidates.

This almost has to be more competitive than the current system. There are to be no write-in candidates in either the primary or the general election.

I am opposed to early voting. However, if allowed, early voting should be restricted to a period of seven days including Saturday and Sunday before the primary and a period of seven days including Saturday and Sunday before the general election.

There will be NO same-day registration. Registration must occur at least three weeks before the election. People who turn 18 before the election but after the registration deadline must registration before the deadline. People must be 18 to vote in either the primary or the general election. Some States including Illinois now allow 17 years olds to vote in the primary if they will be 18 by the general. That would not occur for federal elections. People who move into the District after the registration deadline may register if they prove they are registered elsewhere in the State and that registration has been cancelled and they did not early vote. People who move into the State from another State after the registration deadline may register if they prove they were registered in the other State and that registration has been cancelled and they did not vote in the primary/general election in the previous State.

People must vote in the voting precinct they are assigned or vote absentee ballot.

People who register must have and show a Voter Photo ID Card. For people who move into the State and dont have time to get a State Voter Photo ID Card, a valid Voter Photo ID Card from the other State may be used for that first registration. However, they must get a State Card and show that card to continue the registration past the current primary or general election. The out of State ID may be used only one time for either a primary or a general election.

Congress shall draw, as established by law, the Congressional Districts for each State that requires Congressional Districts.

You can not win the election if you do not run for the office. You can not win the election if you do not get on the ballot.
