Yesterday, I posted the increase in the national debt for the last fiscal year which was the third largest dollar increase in history and came as the Republican Party controlled both Houses of Congress which is constitutionally responsible for the federal government budget. The question then becomes what to do about this continued spending problem of the federal government. And yes, it is a spending problem.

The immediate beginning solution is to get as many constitutional conservative candidates elected to Congress in 2016 as possible. For the Senate, I’m supporting three constitutional conservatives who are running against two liberal Republicans and one liberal Democrat.

In Colorado, Darryl Glenn is running against Democrat incumbent Michael Bennet. Conservative Reviews Scorecard has ranked Senator Bennet as the lowest ranked member in Congress from Colorado. “Senator Michael Bennet Democrat Colorado F 8%.”

In Alaska, Joe Miller who was the conservative Republican candidate for the Senate in 2010 was defeated by present incumbent Lisa Murkowski who ran as a write-in candidate after losing to Joe Miller in the Republican primary. In the general election, the national Republican Party supported liberal Lisa Murkowski over constitutional conservative Joe Miller. Lisa Murkowski has the lowest Conservative Review scorecard ranking of the three Alaskan Congressmen. “Lisa Murkowski Republican Alaska F 20%.” Lisa Murkowski originally was appointed to the Senate by her father who was the Alaskan governor at the time. Joe Miller is running as the Libertarian Party candidate this time eschewing the Republican primary.

In Illinois, both the Republican incumbent and the Democrat challenger are liberals and have very low Conservative Review Scorecard rankings. “Mark Steven Kirk Republican Illinois F 17%.” “Representative Tammy Duckworth Democrat Illinois Congressional District 8 F 15%.” I’m supporting Chad Koppie who is a write-in candidate for the Constitution Party of Illinois and who is the only constitutional conservative candidate running for the Senate in Illinois.

In a future post I will give the candidates for the House of Representatives who I support who are constitutional conservatives. We need to get as many into Congress this election that we can. We need to turn the Congress constitutional conservative.

Second, we need to shrink the federal government by ending those departments and agencies which are not provided for by the Constitution. Over the years, the Congress has added Departments and agencies that are not constitutional. Bureaucracies grow larger and larger over time consuming more and more money in the process. The unconstitutional ones need to be ended.

Downsizing the Federal Government through the Constitution:

United States Departments

* Should be part of the federal government as provided by the Constitution. All others should not be. Below are a list of the various Departments and when the Department came into being. Note the Department of Defense is basically a name change. It began as the Department of War in 1789 along with the other original Departments.

Congress needs to begin the process of dissolving those Departments which are not provided for by the Constitution. The Departments should be removed in reverse order of when created. Also, five agencies/“independent” agencies that have become rogue agencies need to be disbanded within a year. These five agencies are:

1) Environmental Protection Agency (EPA)½ budget from 2012 to close down and the next year gone

The EPA does whatever it wants to do! Why not? The Congress does NOTHING to stop them and President Barack Hussein Obama certainly will not!

2) Occupational Safety and Health Administration (OSHA)½ budget from 2012 to close down and the next year gone

3) Federal Communications Commission (FCC)½ budget from 2012 to close down and the next year gone

4) Consumer Financial Protection Bureau (CFPB) [Dodd-Frank]½ budget from 2012 to close down and the next year gone

5) National Telecommunications and Information Administration (NTIA)½ budget from 2012 to close down and the next year gone

In fiscal year 2017, the EPA receives ½ of its budget from the base year budget of fiscal year 2012. That money is to be used to close down the agency by the end of the fiscal year. In the 2018 fiscal year, there will be no EPA.

In fiscal year 2017, OSHA receives ½ of its budget from the base year budget of fiscal year 2012. That money is to be used to close down the agency by the end of the fiscal year. In the 2018 fiscal year, there will be no OSHA.

In fiscal year 2017, the FCC receives ½ of its budget from the base year budget of fiscal year 2012. That money is to be used to close down the agency by the end of the fiscal year. In the 2018 fiscal year, there will be no FCC.

In fiscal year 2017, the CFPB receives ½ of its budget from the base year budget of fiscal year 2012. That money is to be used to close down the agency by the end of the fiscal year. In the 2018 fiscal year, there will be no CFPB.

In fiscal year 2017, the NTIA receives ½ of its budget from the base year budget of fiscal year 2012. That money is to be used to close down the agency by the end of the fiscal year. In the 2018 fiscal year, there will be no NTIA.

The first three Departments to be ended:

Education | 50% of budget first fiscal year

Energy | 25% of budget second fiscal year

Transportation | 25% of budget third fiscal year

In each case in fiscal year 2017, the Departments receive ½ of its budget from the base year budget of fiscal year 2012. In fiscal year 2018 the Departments receive 25% of its budget from the base year budget of fiscal year 2012. In fiscal year 2019 the Departments receive 25% of its budget from the base year budget of fiscal year 2012 which closes out the Department by the end of the 2019 fiscal year.

All other Department budgets are frozen at fiscal year 2012 levels except for the Departments of Defense, State, Justice, and Treasury. Veterans Affairs is merged back into the Department of Defense. Healthcare of veterans is turned over to the free enterprise systemlocal doctors, local hospitals, free market choices for insurance.

The next three Departments to be ended:

Housing and Urban Development

Health and Human Services

Labor

In each case in fiscal year 2018, the Departments receive ½ of its budget from the base year budget of fiscal year 2012. In fiscal year 2019, the Departments receive 25% of its budget from the base year budget of fiscal year 2012. In fiscal year 2020, the Departments receive 25% of its budget from the base year budget of fiscal year 2012 which closes out the Department by the end of the 2020 fiscal year.

The last two Departments to be ended:

Commerce

Agriculture

In each case in fiscal year 2019, the Departments receive ½ of its budget from the base year budget of fiscal year 2012. In fiscal year 2020, the Departments receive 25% of its budget from the base year budget of fiscal year 2012. In fiscal year 2021, the Departments receive 25% of its budget from the base year budget of fiscal year 2012 which closes out the Department by the end of the 2021 fiscal year.

If Congress chooses to do so, Congress may create a Department of Interstate Commerce based upon the power granted to it under Section 8 of Article I and only upon that power.

“Independent” agencies will be scrutinized on a case by case basis and dealt with accordingly.

Third, simplify the federal tax system in three phases. The first phase deals with businesses, organizations, and nonprofits.

Taxes should be collected only to finance the powers, functions, and operations of the government. Collecting taxes to redistribute wealth in any fashion is unethical, immoral, and, in the case of the federal government, unconstitutional. It is nothing less than government sanctioned theft.

The first phase deals with the income tax and other specific taxes in relation to businesses, organizations, and nonprofits. The second phase is to redesign the federal individual income tax system. The third is to change the system for FICA (Federal Insurance Contributions Act) taxes and other federal taxes many of which are hidden or generally unknown by the public. Each phase will have a two year implementation process to allow the economy to adjust to the changes. The next phase will not be passed and implemented until after each two year adjustment period.

The first phase includes ending the federal minimum wage and all related regulations. Governments do not have the power or the knowledge to determine the value of labor. The federal government also does not have the constitutional authority to regulate wages. Also, the proposal will end all inheritance/estate taxes at the federal level and the related gift tax provisions.

The current system of profit/nonprofit businesses and organizations will be ended. There will be no distinction between the two. No business or organization of whatever classification from self-employed, to partnerships, to LLC, to all the various forms of corporations will pay any income tax on any income/profit as long as that money is within the business or organization. In short, there will be no federal income tax imposed on any business or organization.

No federal money to any business or organization except for services rendered. No government experiments, aiding of businesses, or any other activity that is not for services rendered.

Fourth, freeze ALL regulations imposed by the Obama Administration for two years. No regulation is re-imposed unless approved by Congress by law for those Departments and agencies that will not be ended because they are constitutional approved.

You can not win the election if you do not run for the office. You can not win the election if you do not get on the ballot.
