The Illinois House adjourned without taking any action Wednesday after a quorum of lawmakers failed to show up.
Just 59 out of 118 representatives answered present during roll call in the House on Wednesday. The chamber is expected to take on an override of Governor Bruce Rauner’s veto of a budget and tax increase package when it meets again at 1:30 p.m. Thursday.
‘The House will hold a vote on Thursday, July 6 to override the governor’s vetoes of the balanced budget sent to him. House Democrats look forward to working with our colleagues on the other side of the aisle to begin healing the wounds of the last several years [Raising individual income taxes is suppose to accomplish this? I seriously doubt it. I know some Republicans who need to be primaried if they once again vote to increase our taxes.],’ said Speaker Michael Madigan (D [Leftist]-Chicago) in a brief statement.
The Senate moved Wednesday to override the governor’s vetoes. House Democrats will require at least a few Republican votes to successfully override the governor’s veto.”

Abolishing the murder of babies within the womb by Congressional law will actually be faster and more effective than waiting on the court. Right now there are five justices on the court who support the murder of babies within the womb. The four radical Leftist justices appointed by Democrat Presidents and Justice Kennedy. Therefore, to even have a chance of the court reversing, we need one more Constitutional Justice and the one appointed has to replace one of the five pro-murdering babies within the womb justices. Even then, it would take a couple of years, at least, to get the case through the court system.
Passing a law of Congress is the best way of ending the terror of our American holocaust. The best way to abolish the murder of babies within the womb. The best way to stop any State from passing a law allowing the murder of babies within the womb. And it is also best constitutionally.
Life for all persons within the United States including babies within the womb is guaranteed and protected by the Declaration of Independence, Amendment V of the United States Constitution, and Amendment XIV of the United States Constitution. No court, no government body, no individual can constitutionally sanction the murder of babies within the womb. All such decisions, laws, and regulations are patently unconstitutional and illegal and should be immediately abolished by Congress by law!
Statistically, everyday of delay over 2,700 babies are murdered in the womb through abortion using 1 million abortions a year as a baseline. It is past time to attack the evil of murdering babies within the womb on every front with every legal weapon we can use until the murder of babies within the womb is abolished completely throughout the United States and its territories. Murder of babies within the womb is a horrendous evil that needs to and must be terminated.

Late Sunday afternoon (July 2nd), the Illinois House passed a massive tax hike for families and businesses. What does that mean for taxpayers? Well, if this proposal isn’t vetoed by Governor Bruce Rauner, the personal income tax rate would increase by 32 percent, surging from 3.75 percent to 4.95 percent, and the corporate rate would jump from 5.25 percent to 7 percent [That is a 33 1/3rd percent increase. It was vetoed. The State Senate voted to override the veto. The House has not yet voted.]. This would enable and fund business as usual [Business as usual meaning overspending. The General Assembly has had an unbalanced budget contrary to the State Constitution every year since I first moved back in 2004. Every year spending has been more than revenue received.]. (‘Enable’ is the key word here…)
The final vote was 72-45—with 57 Democrats [Which means 10 Democrats either did not vote or voted no. 117 out of 118 Representatives voted.] and 15 Republicans voting in favor of increasing our taxes [Which means the bill would not have passed without Republican votes because it took a super majority of 71 votes for it to pass.]. It is very disappointing to know that so many state representatives ignored basic economic principles [Disappointing isn’t the word for it.], and decided that the solution to irresponsible fiscal spending and mismanagement [Which is exactly what has happened since at least 2004.] was to place a heavier tax burden on already over-taxed families in Illinois. Instead of reducing spending and cutting waste, they opted to feed the insatiable demands of our growing state government.
[Here is the economic insanity of this action. Currently, more people are leaving Illinois than are moving to Illinois. Those who are moving from Illinois have significantly higher incomes than those who are moving into Illinois. More businesses are moving from Illinois than are moving into Illinois. Given the tax hikes and the current economic crisis in Illinois—no budget in Illinois for over two years, increasing yearly debt, not able to pay bills on time or at all, State bonds downgraded to near junk status—do you think raising taxes will increase, decrease, or remain the same in relation to people and businesses fleeing Illinois? It’s similar to putting an economic gun to your head to gain attention and then deliberately pulling the trigger. It’s economic suicide when the General Assembly is NOT willing or NOT able to cut spending.]
This proposal (SB 9) now moves to the Illinois Senate for consideration [It passed the Senate on July 4th. It was vetoed. The State Senate voted to override the veto. The House has not yet voted.].
Thankfully, in response to this vote, Gov. Rauner issued a statement last night promising to veto this tax hike when it arrives on his desk, saying:
‘I will veto Mike Madigan’s permanent 32 percent tax hike. Illinois families don’t deserve to have more of their hard-earned money taken from them when the legislature has done little to restore confidence in government or grow jobs. Illinois families deserve more jobs, property tax relief and term limits [Term limits will solve nothing. Voters need to change who they vote for on an issues basis. Also, the General Assembly is not going to term limit themselves and the people in Illinois can not initiate constitutional changes. It is a waste of time and effort to think term limits. Need to change the voting pattern of voters.]. But tonight they got more of the same.’
We know from recent history (2011-2014) that Illinois lawmakers were unable to improve the state’s fiscal condition with a temporary income tax hike—despite their promises to do so [Promises are easy to make. Not so easy to keep particularly when the General Assembly did not plan to keep the promises.]. There is no reason to believe that sending more tax revenues to Springfield now will be any different than before [Absolutely correct if the same legislators who voted for the increases are reelected.]. They have proven themselves to be utterly irresponsible and reckless with the tax revenues they are getting now, so why would anyone think they would do better with even more taxpayer resources?”

Republican Governor Bruce Rauner vetoed the bill this afternoon. The Senate voted to override Rauner’s veto 36-18 [The bare minimum to pass. 5 Senators did not vote.]. Now the bills go back to the House, which will vote tomorrow [Did not happen. The House did not have a quorum. Vote scheduled for today in the early afternoon.].”

From The Chicago Tribune:
‘Under the tax measure, the personal income tax rate would increase from the current 3.75 percent to 4.95 percent, which would generate roughly $4.3 billion [Estimated. These estimates tend to be overly generous on the revenue side. The estimates generally are not met in the real world. I doubt that this one will be.]. An increase in the corporate income tax rate from 5.25 percent to 7 percent would bring in an additional $460 million [Estimated. These estimates tend to be overly generous on the revenue side. The estimates generally are not met in the real world. I doubt that this one will be.]. The surplus revenue could be used to cover the cost of borrowing to pay down unpaid bills [Could? Will it given the past spending patterns? Very, very doubtful. Why are there unpaid bills? Because of past irresponsibility. Has the irresponsibility been cured? NO evidence of it.], Democrats said.
The legislation also would reinstate the research and development tax credit [Spending more money.], which would expire in 2022, and increase the earned income tax credit for low-income families [Spending more money.]. It also would end several corporate tax breaks [An even higher tax increase for businesses.], including those for companies that operate on the continental shelves or shift production out of state [Which will probably lead to even more shifting as businesses accelerate their plans to flee Illinois.].’
The Tribune mentioned a little reported part of the bill:
‘An accompanying budget plan, which the Senate also quickly approved 39-14, would have the state spend a little more than $36 billion, about $4 billion more than it currently takes in from taxes [Which means they have either factored in the tax increase as a source for more revenue or they are once again violating the balanced budget clause of the State Constitution.].’
Wait a second. The government wants to spend MORE than it brings in? Another prime example that the two houses have no desire to actually fix Illinois’s financial problems.
Here’s the other problem with that. You want to spend more than what you bring in, which means you need a loan. As I have blogged numerous times, Illinois’s credit rating is JUST ABOVE JUNK.
Fitch Ratings and S&P [Standard & Poor’s] Global Ratings have urged ‘Rauner to accept’ the bill when he receives it. Of course Democrat House Speaker Mike Madigan cheered at this idea, but Fitch told him to calm down:
‘Fitch wants to see a full-year spending plan, not a stop-gap measure like the one that financed Illinois’ government for just the last six months of 2016.
‘Temporary or partial measures, or a failure to enact a budget within the context of this session, would result in a downgrade,’ it said.’
S&P also stated that ‘long-term damage has already been done [Duh.].’ From The Chicago Tribune:
‘Even with a budget, however, it’s likely that Illinois’ finances would remain strained and vulnerable to unanticipated economic stress [And to excessive spending by an addicted General Assembly],’ the agency said. ‘In addition to having accumulated record amounts of payables, the state’s university system has been deprived of state funding since January 2017. If a budget is enacted, the degree to which it closes the state’s structural deficit, provides a pathway for addressing the backlog of unpaid bills, and its impact on cash flows, will be important factors in our review of its effect on Illinois’ credit quality.’
But even if the ratings agencies don’t downgrade Illinois, the state still holds a [slang deleted] rating, which will make it harder and more expensive to receive loans [Duh.].
As mentioned above, Rauner has officially vetoed the bill. But the House may have the votes to override the veto since it passed the bill 72-44. Illinois legislative rules state:
‘(c) The house to which a bill is returned shall immediately enter the Governor’s objections upon its journal. If within 15 calendar days after such entry that house by a record vote of three-fifths of the members elected passes the bill, it shall be delivered immediately to the second house. If within 15 calendar days after such delivery the second house by a record vote of three-fifths of the members elected passes the bill, it shall become law.’
After the House passed the bill, Madigan acknowledged that Rauner will probably try ‘to change the minds of 15 House Republicans who joined a 72-vote supermajority’ to pass it. Madigan needs those 72 votes to override the veto [Actually, he only needs 71 votes.].”

Total membership in the House: 118
Needed to override a veto: 3/5th of 118 members = 71 yes votes.
To override all 67 Democrats plus 4 Republicans must vote yes. Any Republican who votes to increase our taxes should be defeated in a Republican primary by a conservative candidate who will not raise taxes and will work to lower taxes.
The Illinois General Assembly DOES NOT have a revenue problem. The Illinois General Assembly has a SPENDING problem. More revenue WILL NOT SOLVE the spending problem. The Leftists in Illinois have basically destroyed Illinois financially. Do not expect the same Leftists to save Illinois financially.
